I am going to assume when you say “best candidate” you mean “make the best president.” If the question is “who is the most electable,” I would probably have to say pre-ascention Mayor. And “least electable”… list is too long of folks that could never be elected.
So who would make the best president (regardless if they could actually be elected in our current environment? Mmmm.
Honestly, after thinking about it for ten minutes, I’m not sure anyone would make good president. Those characters that have compassion tend to have so many insecurities. In fact most Joss characters are rife with insecurities and lack confidence.
So I’m gonna go with pre-Illyria Weasley. He’s at least pragmatic. Or Lorne when he’s on his game. (If we went all Wheadoverse, I’d say Mal.)
Worst? Almost all would be horrible so I’m gonna just go with Kennedy. Wait. Maybe she’d be best with that namesake. Nah. She annoyed the hell out of me.
